It's european or more precisely german and they are here around for over a decade - It's was the revival of the riksha by some ecological minded as this is one of the most ecological way to get around. They are seen all over in every bigger town here of Germany and especially in Berlin you have to be careful to not be overrun by one of the gazillions of these rikshas who are everywhere and normally by notoriously chaotic cyclists (OK, semi chaotic as it's the job for the ones who are not recklessly enough for being bike messenger - it's the bike messenger kindergarten ) The company website is: http://www.velotaxi.de PS: As an answer to the comment of SuMtOnE: Yes it's mostly a tourist attraction but they are nearly as fast as traditional taxis (at least in the inner city) as they can take shortcuts as using one-way streets the wrong way, crossing pedestrian zones and they can bypass nearly any traffic jams as any city in germany has a more or less excessive net of bikeways throughout the city.
